How might we make low-income urban areas safer and more empowering for women and girls?

Hi, I am participating in this challenge; https://openideo.com/challenge/womens-safety/ideas/holiday-mentoring-out....
My idea is to organize joint holiday outreaches for the slum and rural girls to help them work together towards their personal dreams, create community solutions, protective friendships and reduce temptation of unsafe choices.
I welcome suggestions from you, will appreciate!
