Reporting to UNWOMEN EVAW Regional Policy Specialist and the Head of the Human Security and Civil Society Division at the ECOWAS Commission, the consultant is expected to:
1. Develop Research design and data collection tools and work plan.
2. Conduct Desk Review of Literature on the magnitude and trends in relation to SGBV (including Child Sexual Abuse) in West Africa and response measures by Member States and Partners/CSOs/Non State Actors.
3. Design and administer questionnaires to Key Member States/CSOs/Non State Actor respondents and collate information from Member States and Partners/CSOs/Non State Actors on their responses to SGBV pre- COVID 19 and during the Pandemic.
4. Prepare an Analytical Report/Situational Assessment and Analysis on Legislations, Policies and implementation of response measures by Member States and Partners/CSOs/Non State Actors to SGBV (including Child Sexual Abuse).
5. Develop a Draft Regional Action Plan against Sexual and Gender Based Violence with special emphasis on Child Sexual Abuse.

Required Functional Competencies:
- Strong analytical skills on gender, SGBV;
- Strong communications skills in English, French or Portuguese;
- Strong drafting skills and ability to produce a variety of knowledge products for different audiences and purposes;
- Ability to produce impactful communications materials and knowledge products using a variety of software packages;
- Strong commitment to knowledge-sharing within a multicultural environment.

Required Skills and Experience:
1. Education
Minimum of Master’s degree or equivalent degree in gender studies, any of the social sciences, criminology, law, public administration, or a related field
2. Experience
a) For the lead consultant:
> A minimum of 15 years’ experience in research and in programming on SGBV or related subjects;
> Substantive knowledge and skill in Legal, Policy and Operational Analysis at regional or international level;
> Strong analytical, drafting, communication and reporting skills;
> Computer Literacy and competence in the use of presentation software;
> Cultural sensitivity;
> Computer Literacy and competence in the use of presentation software.
b) for the consultant
> Minimum of Master’s degree or equivalent degree in gender studies, any of the social sciences, criminology, law, public administration, or a related field;
> A minimum of 10 years’ experience in research and in programming on SGBV or related subjects;
> Substantive knowledge and skill in Legal, Policy and Operational Analysis at regional or international level;
> Strong analytical, drafting, communication and reporting skills;
> Computer Literacy and competence in the use of presentation software;
> Cultural sensitivity.
3. Language requirements for both consultants:
Verbal and written proficiency in one of the UN official and ECOWAS working language English or French or Portuguese.
Competence in a second language is a distinct advantage.

Starting Date: (date when the selected candidate is expected to start) 01-Feb-2021.
Duration of Initial Contract: 30 days.
Expected Duration of Assignment: 2 months.
