Aujourd’hui à Bukavu en général et dans la commune d’Ibanda en particulier il y une monnaie courante qui circule ça et là pour escroquer les femmes surtout les filles qui veulent se mariées. Ce phénomène est appelé « COMPTE BLOQUE » comment ça se fait ? selon notre source qui est une fille résidente à Camp-binamé, et secrétaire dans une des Universités de Bukavu, avait trouver un ami garçon et ce dernier avait dit à la fille qu’il na pas beaucoup de temps pour faire le fiançailles il n’a qu’un mois tout au plus et comme la fille avait le besoin de se marier, elle avait vite accepter ce garçon et aller annoncer à sa maman qui est commerçante dans le grand marché de KADUTU et sa maman sans plus tardée, elle est partir annoncer à ses amies pourquoi pas aux membres de la famille en général et en particulier à son mari ; trois jour après, le garçon demander à la fille de lui donner 200$ pour le dédouanement des marchandises et 100$ de transport ; la fille sans discuter elle a libérer cette somme ; pendant cette même journée, le garçon a exiger à sa fiancée de lui préparer une bonne nourriture ; la fille a engager des dépenses pour satisfaire son fiancé ; une semaine après le garçon avait un faire part de son ami il a dit à la fille de se préparer pour répondre à ce faire part et de préparer des cadeau pour ce jeune marié alors la fille a demander au garçon quel est ta participation dans tout ceci ? Le garçon a dit à la fille « ma chérie j’ai mes 50.000$ mais mon compte est bloqué »car il avait des voleurs qui voulait me tué ce pourquoi j’ai laissé ce « compte bloqué » pour qu’ils ne remarquent aucun mouvement dit-il ; la fille a donner une somme de 100$ pour répondre à ce faire part, elle a achetée un costume d’une grande valeur à son fiancé, elle achetée aussi une belle robe pour elle, après le garçon a dit à la fille de préparer un cuisinière pour les jeunes époux, la fille a encore libérer une grande somme pour acheter ces cadeau et après le garçon a exiger à la fille de partir à Goma pour participer à ce mariage ; la fille a informer à son papa, mais ce dernier a refuser en interdisant à sa fille de continuer l’amitié avec ce garçon, car il ressemble à un voleur ; mais la fille est aller informée sa maman qui a acceptée et qui a donner 150$ à sa fille pour ce voyage ; après le voyage le garçon a fixer le jour la discussion de la dot. La fille a organisé une grande fête pour les jeunes qui viendrons avec son fiancé ; mais son père a refuser de préparer cette fête chez lui. La fille et sa mère sont partit chez le voisin pour attendre les visiteur ; trois heure avant le cérémonie, le garçon a dit à la fille de lui donner une somme de 1500$ car le garçon n’avait pas d’argent car il a son « COMPTE BLQUE » il va remboursé après ; la fille n’avait plus d’argent elle a fait recourt a sa mère qui avait donner 1800$ à sa fille ; les visiteurs sont arrivés et fait la discussion sans rien déposer comme versement de la dot car on dépose la dot selon la coutume ; une semaine après le garçon a dit à la fille qu’il doit aller en chine pour acheter des marchandises il lui faut 2500$ pour son aller et retour car il reste une semaine pour que son compte soit débloqué ; la fille a demander encore à sa maman qui avait l’argent de crédit dans une coopérative de la place, la maman sans discuter elle a libérée la somme pour donner à sa fille, qui va la faire à ce garçon ; deux semaine après le départ du garçon, la fille a apprise que son fiancé est un voleur et c’est son habitude de fiancer les filles en disant qui a son argent qui est dans son « COMPTE BLOQUE » la fille a perdu la connaissance avec sa maman jusqu’aujourd’hui, la maman est à l’hôpital, et sa fille dans un hôpital psychique. DISCRIMINATION AGAINST WOMEN



In Bukavu, and in the Ibanda commune in particular, there is a widespread scheme devised to defraud women and especially girls who want to get married. It is called the “FROZEN ACCOUNT.” How does it work?
Our source for this story is a woman who lives in Camp-Binamé and is a secretary at a Bukavu university. She told us about how a young woman and a young man met. He told the young woman that he didn't have time for a long engagement and that he only had a month at most; since she really wanted to get married, she quickly accepted and told her mother the news. The mother, a businesswoman at the Kadutu Market, quickly shared the news with her friends and family, including her husband. Three days later, the young man asked his new fiancée to give him $200 to clear some merchandise from customs and $100 for transportation, which she gave him without question. The same day, he asked her to cook him a fine meal, and she spent well to make sure he was happy.
A week later, the young man received a wedding invitation from a friend, so he asked the young woman to respond and to prepare gifts for the groom. She then asked why he wouldn't pay his fair share. He replied, “Honey, I have $50,000 but my account is frozen because some thieves were trying to kill me. I had this account frozen so they wouldn't notice any activity.” The young woman gave him $100 to give to the groom and bought an expensive suit for her fiancé and a beautiful dress for herself. Afterwards, the young woman spent another large sum after the young man asked her to buy the future husband and wife a stove. He then asked the young woman to travel to Goma for the wedding. She told her father, but he refused to let her go and forbid his daughter to continue her relationship with this man because he seemed to be a thief. She then told her mother, who allowed it and gave her $150 for the trip.
After the trip, the boy set the date for discussing the dowry. The young woman planned a big party for her fiancé's guests, but the father refused to have the party at his house. So the mother and she went to the neighbour's to welcome the guests. Three hours before the party, the young man told the young woman to give him $1500 since he had no money because of his “FROZEN ACCOUNT” and that he would pay her back afterwards. She had no more money, so she went to her mother who gave her $1800. The guests arrived and negotiated without depositing anything in the dowry as is customary.
A week later, he told her he needed $2500 to go to China to buy goods and that his account would only be frozen for another week. The young woman asked for help from her mother again. Her mother had funds at a credit union, where she quickly withdrew the sum to give to her daughter.
Two weeks after her fiancé left, the young woman learned that he was a con man who regularly got engaged using the same “FROZEN ACCOUNT” story. The young woman has since lost contact with her mother who is now hospitalized. The young woman is currently in a psychiatric ward. What will happen next to this family?
