Lessons from Bolivia

Hi all! I found this article on Bolivia's attempts to extend land rights to women really fascinating:
http://www.indiancountrytoday.com/global/latin/89776092.html. By pointing out that the efforts of the central government to impose equality don't actually apply in many areas of Bolivia, the article brings up an interesting question: How large a role do the formal land titling measures implemented by national governments play in improving the situation for women? or is it more important to focus on changing local customs and attitudes? I'm really curious to hear insights any of you may have about what avenues for change you think would be most effective in your own communities. Looking forward to hearing your reactions!
