According to the National Government Information Agency, ABI, the presidents who have confirmed their presence to the summit are from Ecuador, Rafael Correa; from Venezuela, Hugo Chavez; from Nicaragua, Daniel Ortega, and the Premier of Antigua and Barbuda, Baldwin Spencer.

The idea of this World Conference was born at the end of the Copenhague World Summit on Climate Change, where president Evo Morales felt disappointed by the lack of commitment of industrialized countries to make real advancements to fight climate change.
