Containing Corruption: Who is Responsible?



Ultimately, all parts of society must share the responsibility for containing corruption because all are willing or unwilling participants. Each corrupt transaction requires a “buyer” and a “seller.” The government is responsible for dealing with civil servants who engage in extortion and bribery but it is businesses and individuals who offer bribes to civil servants to obtain certain advantages.
While all those (Government and civil servants) who are part of the problem must be part of the solution



The Meaning of Corruption
The misuse of public office for private gains such, it involves the improper and unlawful behavior of public-service officials, both politicians and civil servants, whose positions create opportunities for the diversion of money and assets from government to them.
The causes of its development are many and vary from one country to the next.
But in our country the Democratic Republic of Congo, some causes are; Weak Government institutions, Poor pay incentives, Lack of openness and Transparency in public ,Absence of key anti corruption tools, Ineffective political processes, Culture and acceptance of corruption by the populace, Absence of effective political financing, Poverty,…



How to strengthen Anti corruption? Tips for prevention & eradication
To strength Anti corruption programs, we our country will need some requirements such as:
Give better salary in government jobs
Increase the number of workers
Law to dismiss from service if found to be involved in corruption.
Keep transactions online and provide bill for every purchase
Camera in most government offices
Speed up the work process in government institutes
Make Media responsible and fix laws to be so
Verify the selection procedures
Keep inflation low
Speed up the judgment and increase the courts



Important Tools needed in Fighting Corruption



The Governance and Anti-Corruption program comprises three principal activity areas:



improving public sector service delivery by focusing on public sector accountability and legal reform in order to re-introduce rule of law;



building integrity by promoting governmental accountability and transparency;



Building a prevention and anti-corruption capacity of the public sector including; parliament and enforcement agencies, and the judiciary and of civil society, particularly by strengthening non-governmental organizations (NGOs) and the media.
In our country D.R.C we need a good governance to prevent corruption.



In order to eradicate corruption in politics, I’ve picked up some suggestions which are as follows;



The gap between the rich and the poor must be closed so that no man will be rich enough to buy his fellow men.
In addition to the suggestions above
The government should create a conductive atmosphere for job and wealth creation. Government should make farming attractive and productive. People should be encouraged to go into farming either on small or large scale farming.



Every citizen should insist on the rule of law. Everyone should decide to obey the law, pay their taxes and avoid doing anything that would make law enforcement agent to demand bribe from you.



If workers are being paid well and as at when due, the danger of falling into temptation of bribery in the offices would be reduced. For example, the police are not being paid well and they try to make ends meet at every check point by collecting bribery from innocent drivers and passengers. Some of them have become beggars on the highway, if they are being paid well they would not have been begging rather they would face their duty squarely.



The other thing is leadership problem. It is generally believed that bad leadership is the bane of the DRC. The leaders at all levels are corrupt!
