La province du sud-kivu comme la plupart des provinces de la R.D.C, dispose des institutions provinciales issues des élections provinciales :assemblée provinciale et gouvenement provincial.
En janvier 2007, la province du sud-kivu s'est dotée officiellement du bureau permanent de l'assemblée provincial et du gouvernement provincial le prémier connut son installation le 14 janvier 2007 tandis que le second fut investi le 15 juin 2007. le premier semestre de l'année 2007 constitue donc un repère important de l'histoire de la gouvernance démocratique en province du sud-kivu .
De janvier 2007 à ce jour , l'histoire politique du sud-kivu présente des particularités par rapport aux autres provinces de la République . En trois ans , la province du sud-kivu est à son troisième gouverneur . en faissant un pouvoir par le gouverneur de province au sud-kivu est de 12mois soit une année. pourtant la durée du mandant prévue par la constitution est de 5ans ce paradoxe rensegne d'emblée sur l'état d' instabilité de gouvernance au sud-kivu.

PROVINCIAL GOVERNANCE: The Stakes and Challenges
Like most of the provinces in the D.R.C., the province of South-Kivu has provincial institutions that come from provincial elections: the provincial assembly and the provincial government.
In January, 2007, the province of South-Kivu officially established a permanent office for the provincial assembly and provincial government. The provincial assembly’s office was set up on January 14th, 2007, while the provincial government’s office was set up on June 15th, 2007. This made the first half of 2007 an important landmark in the history of democratic governance in South-Kivu.
From January 2007 until now, the political history of South Kivu has presented some peculiarities compared to the other provinces of the Republic. In three years, South-Kivu has had three governors, making the average term for a governor of South-Kivu one year. And yet, the full term allowed by the constitution is 5 years. This inconsistence clearly shows the state of instability in South-Kivu.
