With the opening of markets, we are witnessing a phenomenal growth in the number of alliances signed between companies locally, regionally and internationally. Institutions of education are called to build bridges with others, and to the benefit of the fulfillment of their educational task.
Practical problems arise: the acquisition of multimedia equipment and Internet access, the training of teachers (initial and continuing), the development of Francophone content (local, regional national and international) and the technical support required for the use of ICT. These problems can not be solved in isolation. But a community may decide to take charge and can make choices in the use of its resources.
Technologies of information and communication technologies (ICT) can contribute to universal access to education, equity in education, the implementation of a learning and teaching of quality professional development for teachers as well as management, governance and administration of education more effective.
UNESCO has a holistic and comprehensive approach to the promotion of ICTs in education. Access, inclusion and quality are some of the challenges they may face. The intersectoral platform of the Organization for ICT in education addresses these issues through joint efforts by three sectors: communication & information, education and science.
The global network of offices, institutes and partners of UNESCO provides resources to Member States to enable them to develop policies, strategies and activities related to ICT in education. In particular, the UNESCO Institute for the Application of Information Technology in Education (IITE), based in Moscow, specializes in information exchange, research and training relating to integration of ICT in education, while the UNESCO Office in Bangkok is very involved in the use of ICT in education in Asia and the Pacific.
Education and learning are at the heart of UNESCO's mission and most of the benefits that extensive use of ICT must provide. Twenty-first century, one of the main priorities of education is to prepare people to a knowledge-based economy, including its social and cultural perspectives.
E-learning is the key to building inclusive knowledge societies. UNESCO, one of the fundamental objectives is to promote the free exchange of ideas and knowledge, has played a key role at the World Summit on the Information Society. The contribution of UNESCO incorporated the ethical, legal and socio-cultural information society and helped make the opportunities offered by ICT when the individual is at the center of their potential.
Mobile learning is a modern way to complete the process of learning through mobile devices such as handheld computers, tablets, MP3 players, smart phones and laptops.
, Mobile, collaborative, interactive suitable place and context, mobile learning has specific qualities that distinguish it from conventional distance learning. It emphasizes \"learning just in time\" and transmitting knowledge that can be performed in any place and at any time. Support as may be provided in formal and informal learning, it has enormous potential to transform the delivery of education and training.
Mobile learning is seen as one of the solutions to the problems of education. The program of activities of UNESCO is therefore based on the development of partnerships focused on exploring how mobile technologies can help achieve the goals of Education for All (EFA). Among its partners, it is worth mentioning Nokia and the State Department of the United States.
