Giving grassroot projects an online presence

I have been thinking about this for some time now. In the past few months i was looking to get an online presence in form of a webiste for my foundation (which happens to still be in the registration process) and this i did with difficulty. It made me think about all the other smaller projects and programs running in a more rural and marginalised areas of Kenya that don't have as much technology at their disposal as i have. Getting a website, hosting plus domain name was coming to about $500 (Kshs.45,000) give or take a few. This is a range i got from about 3 different Cos. one Co. was actually willing to come down to about $200.

It then made me think, there is a gap here. I mean trying to implement a project vs. paying for an online presence obviously i choose the implementing work as that is the foundation basis for everything else. I have put the website on hold for now. How can we then get an online presence aside from the social media? It would help projects:
1. Post relevant updates on their progress, challenges and impact
2. Connect with like minds on the same work across the world
3. Allow people to support the project easily by donating or sponsoring
4. Expose themselves to a myriad of free resources
5. Research on what can better their projects etc.

I wonder, could i be able to link small projects/programs (being run by volunteers, citizens, etc (rural & slum in Kenya) that have no money to put towards web design services) with volunteer web designers or at a subsidized fee (hosting and domain)? Its been on my mind...
